400% zoom on a page with sticky elements makes filters dissapear

Hi, I work for nsw.gov.au and an accessibility issue has been identified that I’m struggling with. On this Find an approved counsellor page, we have 2 sticky elements. The first being a quick exit bar which constantly shows, and the second is the Apply filters section that sticks to the bottom of the filters left column once it has been scrolled to. The problem is when this page is zoomed in by 400% the mobile view is shown, the filters no longer show in a column but need to be accessed via a filters button. Once this is clicked, all the user can see is the 2 sticky elements. The filters aren’t shown - they can’t be scrolled to either, making them completely inaccessible. Any advice on how to tackle this? The quick exit bar cannot be removed as the audience for this page is vulnerable, so this isn’t an option.
